Business Oregon is currently hiring a Data Architect (Information Systems Specialist 8) within the Technology Services Section of the Operations and Finance Division. What you will do:

·       Lead analysis planning, design, development, implementation and maintenance of complex data systems and solutions for all agency business information systems, such as the agency’s economic development loan, grant, financial and technical assistance systems, customer relationship management systems; and geospatial information systems, etc.

·       Construct conceptual, logical and physical data models to support data analysis and business intelligence.

·       Analyze, plan, develop, implement, and maintain current and target-state data architectures.

·       Analyze and implement enterprise data standards, guidelines and processes, and define and manage agency standards, guidelines, and processes to ensure data quality.

·       Coordinate with public and private partners to exchange data needed for data driven decision making by the enterprise and agency.

·       Oversee end-to-end agency data lifecycle management activities.

·       Serve as the agency’s Open Data Coordinator.

·       Liaison with Enterprise Information Services Chief Data Officer about data governance, data transparency and privacy, and meeting enterprise data management standards.

·       Serve as project leader to plan, design and implement major complex research studies and statistical projects.

·       Coordinates the activities of research and reporting of program data.

·       Manage assigned agency IT projects to ensure adherence to budget, schedule, and scope of project.

·       Develop, maintain, and revise proposals for assigned projects including project objectives, technologies, systems, information specifications, timelines, funding, and recommended staffing.

The ideal candidate will possess a combination of some or all of the following skills:

 

•Experience in constructing conceptual, logical and physical data models to support data analysis and business intelligence

 

•Experience coordinating with public and private partners to exchange data needed data driven decision making

 

•Experience in analyzing, planning, developing and implementing privacy procedures based on guidance provided by state privacy policies and standards

 

•Experience in coordinating the activities of research and reporting of program data

 

•Experience leading data governance efforts

 

•Experience preparing data reports and appropriate visualizations to explain complex concepts and findings in a manner that can be comprehended by a target audience

 

•Experience in documenting business information and data system requirements

What you need to qualify:
MINIMUM QUALIFICATIONS: Information Systems Specialist 8

 

(a) Seven (7) years of information systems experience in:

information systems experience in database development, manipulation and/or administration

OR

 

(b) An Associate’s degree or higher in Computer Science, Information Technology, or related field, OR completion of a two (2) year accredited vocational training program in information technology or related field;

AND

5 years of information systems experience in:

information systems experience in database development, manipulation and/or administration

OR

 

(c) A Bachelor’s degree in Information Technology, Computer Science, or related field

AND

three (3) years of information systems experience in:

information systems experience in database development, manipulation and/or administration

OR

 

(d) Master’s degree in Information Technology, Computer Science, or related field

AND

one (1) year of information systems experience in:

information systems experience in database development, manipulation and/or administration

Business Oregon is the economic development agency for the state of Oregon. We have about 150 people on our team, and we work with communities and businesses. We use our programs and expertise to help businesses grow, so they can in turn add jobs, diversify the economy, and increase Oregon prosperity. Operations & Finance Division serves every part of the department and includes all central administrative services; it also includes the Business and Public Finance programs. The Operations sections include: Employee Services; Fiscal and Budget Services; Communications and Research; Information Technology; and Policy, Rules, Audits, and Contracts.

 

Information Technology (IT) is responsible for developing and supporting innovative solutions aimed at automating and advancing Business Oregon’s operations and mission. It also provides support related to the agency network, desktop, laptop and mobile devices, as well as on-premises hosted and cloud-based applications, including access to the State’s mainframe computer applications.

·       PERS – This is a PERS qualifying position. After a six-month waiting period eligible Management Service, Executive Service, and Unrepresented employees will have their base pay increased by 6.95% and the 6% PERS contribution deducted from their base pay rather than a direct 6% contribution by the State of Oregon to the employees PERS account.  This will mirror the bargained SEIU and AFSCME PERS process.
