Key Program Updates

New Eligibility Framework
Enterprise zone sponsorship will now hinge on a demonstrable need for economic development—replacing previous area median income and unemployment thresholds.

Expanded Performance Criteria

Revised performance rules now offer additional pathways beyond capital investment and new hiring, recognizing job retention and rising wages as qualifying indicators of economic impact.

Business Types Expanded
By waiver or with the establishment of a pilot program, eligible enterprises may now include broader categories like retail stores, fulfillment centers, and housing.

Revised Tax‑Exemption Periods
Exemption period is expanded to a maximum of 10 years.
 

Data Center Exclusions
Data centers are barred from accessing enhanced benefits for at least one year, with limited eligibility expected after summer 2027.
