Job: Human Resources Manager (Business Oregon)

The Oregon Business Development Department aka Business Oregon has an exciting management opportunity for an Employee Services Section Manager / HR Manager (Principal Executive/Manager E) within the Operations Division.

What Business Oregon does

OBDD employs approximately 135 employees who carry out the agency mission, “Business Oregon invests in Oregon businesses, communities, and people to promote a globally competitive, diverse, and inclusive economy.”  The Operations and Finance Division serves every part of the department and includes all central administrative services; it also includes the Business and Public Finance programs.  The Operations sections include: Employee Services; Fiscal and Budget Services; Technology Services; and Policy, Rules, and Contracts.

Employee Services Section (ESS) provides professional services in the delivery of a multi-faceted human resources program, ensuring all state and federal mandates, policies and procedures are adhered to and all required compliance are met in:  Personnel Administration, Classification and Compensation, Recruitment and Retention, Labor Relations, Policy and Procedures, FMLA/OFLA, Affirmative Action, Training and Career Development, Safety and Wellness, and Employee Records Management.  ESS also provides agency-wide support services such as facilities and fleet management, reception duties, mail, and central supplies.

What you will do!

As the Manager of the Employee Services Section, you will lead a self-directed team that is capable, competent, and highly engaged in the agency mission and success. Some of the key essential functions for the job include, but are not limited to the following:

  • Support the agency’s commitment to diversity, equity, and inclusion.
  • Advise agency leadership on opportunities to enhance agency culture and collaboration.
  • Lead training programs that improve the technical, project management, and supervisory skills of staff across the agency.
  • Champion the use of technology to enhance operation efficiency.
  • Oversee internal customer service in the areas of human resources, facilities, and fleet.
  • Supervise a technical staff of five.
  • Develop and implement an annual workplan and biennial budget.
  • Serve on the Management Leadership Team.

What you need to qualify…
Three years of management experience in a public or private organization, which included responsibility for each of the following:

  1. a) development of program rules and policies,
  2. b) development of long- and short-range goals and plans,
  3. c) program evaluation, and
    d) budget preparation.

    OR

  4. Two years of management experience in a public or private organization which included responsibility for each of the following:
  5. a) development of program rules and policies,
  6. b) development of long- and short-range goals and plans,
  7. c) program evaluation, and
    d) budget preparation;
    AND 45-48 quarter hours (30-32 semester hours) of graduate level coursework in management.
    OR
    Three years of professional experience as a program/project leader, assigning and reviewing work of professional staff (e.g., engineers, etc.) including project responsibility for developing goals and objectives, project evaluation, and monitoring and controlling or preparing a budget.

The ideal candidate will possess the following skills:

  • Professionalism and empathy, in the handling of confidential and personal information.
  • Succession planning and workforce planning, at the organizational and individual level.
  • An ability to develop and deploy training and educational programs for agency staff.
  • Work experience interpreting and implementing human resources policy, advising both agency management and staff.
  • Change management, helping staff and customers to see and promote the value in new processes and approaches.
  • A systems approach to reviewing, updating, and implementing policies and practices.
  • Experience infusing Diversity, Equity, and Inclusion (DEI) into agency culture.
  • Continuing to foster a culture of customer service for both internal and external customers.
  • Ability to negotiate with and maintain good working relationships with internal and external stakeholders, vendors, and consultants.
  • Experience coaching, mentoring, delegating to, empowering, and advocating for staff.
  • Ability to communicate clearly and persuasively, both verbally and in writing, with attention to tact and diplomacy.

  • Criminal Records Check – Hiring of the successful candidate will be contingent upon the results of a Criminal Background Check.  Adverse background data may be grounds for immediate disqualification.
  • Work Authorization – The Oregon Business Development Department does not offer visa sponsorship. Within three days of hire, all applicants will be required to complete the US Department of Homeland Security’s Form I-9, confirming authorization to work in the United States.
  • This recruitment will be used to establish a list of qualified candidates to fill the current position and may be used to fill future vacancies as they occur.
  • This position is a permanent, full-time position and a member of the State’s Management Team and is not represented by a union.
  • PERS – This is a PERS qualifying position. After a six month waiting period eligible Management Service, Executive Service, and Unrepresented employees will have their base pay increased by 6.95% and the 6% PERS contribution deducted from their base pay rather than a direct 6% contribution by the State of Oregon to the employees PERS account.  This will mirror the bargained SEIU and AFSCME PERS process.
