Business Oregon is looking for a Chief Financial Officer (Budget and Fiscal Manager 3) to join our diverse team. We are looking for a dynamic and detail-oriented manager who enjoys working with complex budgets and multiple funding sources to be our next Chief Financial Officer (CFO). This is a full-time permanent position.

What You Will Do!
The primary purpose of this position is to oversee and provide all activities of fiscal, accounting and budget services to Business Oregon, in order to further the agency’s mission.  The position prepares, presents, and monitors the execution of the agency’s biennium budget, including:  determining sufficiency of cash flows, administering state treasury cash accounts, and coordinating and monitoring issuance of the Department’s revenue and general obligation bond sales.


As Chief Financial Officer, you will lead a talented team that is highly capable and is critical to the agency mission and success. Some of the key essential functions for the job include, but are not limited to the following:

Understand the programs we manage and the work that we do.
Coach and supervise a manager and professional staff, mentoring and empowering them.
Direct all aspects of the Department’s fiscal, accounting, and budget activities, handling complex financial information and ensuring that activities are in compliance with all state and federal rules and regulations.
Provide assistance in the Department’s creation of standards, procedures and processes for the agency.
Be a calm and steady advocate for the Agency in high-profile, high-pressure situations.
Gather input and engage agency leadership in prioritization and decision-making exercises, providing analysis and recommendations for review and discussion.
Develop and implement a biennial budget for the agency, facilitating the development of spending plans, and frequently communicating the status of program budgets.
Serve on the agency’s Leadership Teams.

The ideal candidate will possess a combination of some or all of the following skills specific to budgeting and accounting:
Experience coaching and mentoring a diverse team with multiple areas of responsibility.
Experience developing a biennial budget for a state agency with multiple funding sources including General Fund, Lottery Fund, Other Fund, and Federal Fund programs.
Experience coordinating revenue and general obligation bond sales and administering State Treasury cash accounts.
Valuing and promoting diversity, equity, and inclusion, cultivating a culture of respect and collaboration.
Experience in budget management principles and techniques, including budgeting and cost benefit analysis; methods and techniques of contract administration; and procurement procedures.
Extensive knowledge of the principles, practices and systems of fiscal management and governmental budgeting and finance, to include financial forecasting and the analysis of financial data.
Experience formulating fiscal and budget policy and strategies required to meet legislative direction and agency priorities.
Experience and knowledge of governmental or fund accounting including sources of funds, segregation and display of expenditures and revenues, budgetary accounting.

What you need to qualify:
Seven years of supervision, management, or progressively related experience




Four years of related experience and a bachelor’s degree in a related field.

The Fiscal and Budget Services Team (FABS) provides accounting and budget services for the agency.  FABS is responsible for the oversight & management of the department’s nearly $2 billion budget. FABS also ensures compliance with all legal & reporting requirements related to budget and accounting. It supports all other sections in the department in delivering services to Oregon companies, business and industry groups, and communities.

This position is a management service, full-time position, and is not represented by a union.
PERS – This is a PERS qualifying position. After a six-month waiting period eligible Management Service, Executive Service, and Unrepresented employees will have their base pay increased by 6.95% and the 6% PERS contribution deducted from their base pay rather than a direct 6% contribution by the State of Oregon to the employees PERS account.  This will mirror the bargained SEIU and AFSCME PERS process.
